Nottingham, Coventry and Belfast might well be, but I hear things aren't too great financially up in Sheffield at moment.
The thing is though - that none of those have a University with as good a reputation as Cardiff. If he has a choice between one of the top 5 Uni's in Britain and Coventry Polytechnic which hands out degrees for being able to count up to 10 without getting confused by your 11 fingers - there is only going to be one winner.
To enrole on the course themselves would cost tens of thousands of pounds. Much better to do it for free and get paid a couple of hundred pounds less a week.
