Even more reason not to place him on IR then. It makes sense that he is classed as a healthy scratch even if injured.

Yes.

The IRL allows you to sign an extra player whilst the injured player is out - without it counting towards your signing limit.
Once the original player is fit again, you cancel the contract of the new signing and the original player returns to the lineup.

The IR system was introduced to allow Belfast to sign a completely new roster if their first attempt proves unsuccessful!
